Horta how does somaliland afford to keep prisoners locked up, doesn't it cost the state alot of money to run the prisons? Or is it ran by NGO. Somalilands legislation system needs to be rectified

it wont, so called parliament is a talking coffee shop about xeer hoosaad and daily agenda this and that. Up to today Somaliland doesn't have any rules and regulation for the drug Qaad, no legislation to prevent selling this poison to young women and teenage boys.
