Who has the right to claim Somalilander??

Who has the right to claim Somalilander??

It seems to me that many people want a piece of Somaliland identity now days. Even Amxaars are getting in on the action. Who has the right to claim Somaliland identity. According to Somaliland constitution the rights to Somaliland identity goes to those who are born in the land and those whose father was born in the land. It doesn't have to be a father, it can also be a grandfather or a relative/family that leaves inheritance..As long the person has some sort of ties to the land he/she is considered Somalilander. Do you have any other reason to claim Somalilander??

A decedent of a person living in Somaliland before 1960.
Meaning all Isaaq, gadabiirsi, some Ciise, dhulbahante and warsengelis.
