Puntland is a real state that was formed over 20 years ago that fights Al Shabab on it's own, controls it's territory, and is even housing Galmudug nomads.

South West is a paper state, most of their lands is controlled by Al Shabab. What will the money be spent on when they don't even rule the population? Whatever is controlled is because of AMISOM as they(the natives) are unable to defend their own territory.

Furthermore, the money ain't no taxpayers money, but aid from the international community.
