The Port deal and the military base were different agreements reached with DPWorld and the UAE/Dubai government respectively.
Port Deal:
According to this statement the first phase of the port development is overdue more than a year, since DPWorld took control in 2016.
"First phase of a 400 metre quay and 250,000 square metre yard extension, and gantry cranes and reach stackers to handle containers and cargo. Construction of the quay extension is expected to start 12 months after the satisfaction of the terms and conditions of the agreement and will take 24 months to complete."
Also according to Bashe Omar, head of the Somaliland trade office in Dubai.
"The first [phase] will involve $230m, with $62m for the development of the old Berbera port, renewing and reinforcing its infrastructure and $170m for the development of a new container terminal."
The agreement was reached on the 09/09/2016 and the 'the terms and conditions of the agreement was satisfied' -
So by now there should have been $230 million invested in the development of the port and the first phase should have been near completion.
I don't see any development even close that agreed upon.
In fact, since taking control DPW has changed the administration and organisation of the port and brought over few equipment, fork lifts etc. While sending any profits made back to the UAE.
Military Base:
There seems some development in front as the satellite images show. How does this benefit the people of Somaliland? as far as i am aware of, it was leased for meager $1 million a year.
What happened to the Berbera Corridor that was meant to be developed in exchange for the base?
