There is no armed forces being rebuilt. Somalia is on an arms embargo so these men are not taught how to use heavy weaponry. If they’re not teaching them how to use heavy weaponry what are they doing. A 50 year old Turkish man that has never been in a proper war let alone a war with technicals instead of tanks cannot teach the average Somali soldier anything.

The average mooryaan who’s father has probably taken part in the 77 war and who’s family have defiantly taken part in one of the most deadly civil wars in recent history has more experience knowledge and expertise than the Turkish teachers and these skinny school kids.

The only problem I see is a lot of these recruits are former clan/warlord militia members who have blood on their hands and who are corrupt to the core. They will be loyal to whoever is paying them the most at any point in time. The government doesn't have a lot of options at this time but investing in some similar to ROTC programs in the US may be some fruits in the distant future.
