There seems to be a huge discrepancy between what the Auditor General writes and what Harun Maruf "interprets."

I don't like to assume someone is categorically a liar, but Harun Maruf's "interpretations" are things I have called out more than once.

Here is the first time I notice the guy's wilful peddling of misinformation

The letter seems fake to me. I know Harun Maruf is a trusted source but I question the ahthe authenticity of this letter.

1. The letter says it comes from Kenya, but they signed it as Rosemary Di Carlo, a UN undersecretary general.
2. Kenya is there in Jubbaland under thr auspices of AMISOM. Kenya does not have OVERT political role, although covertly we know they do.
3. As a result of number 2, Kenya legitimacy to question the UN Special Representation particularly since it is only through AMISOM Kenya can speak and the fact the UN pays AMISOM soldiers.

My conclusion is the letter is fake.

Similarly the actual letter by the Auditor General in your first post thanks the gov for compliance, but then recommends steps Maruf interprets as misinformation.

We need a professional to explain what this means.

In my opinion, this generally seems to be an indictment across the board when it comes to regulatory management in Somalia from the army to somali national university to parliament to appointed political offices.

I for one welcome strong oversight and the compliance reporting by the Auditor-General but like I said we need a professional to explain the contents of this report to the Somali people
