The formula though not great, was trying to be fair and was not based on tekniko and rpgs. That is an extreme example mudulood is probably the biggest clan on Somalia. A better question is do you see the 0.5 man as half of yourself? So the question is should Jareer have more MPs than say Mudulood? Are jareer, reer xamar, madhiban, etc. combined as large as any of the other big 4 clans? In both cases I think the answer is no.
No I don't consider any many as half myself and that's not what 4.5 is saying either. 4.5 is a power sharing structure where each of the large clans get 61 MPs and the clans that don't belong to any of those get a collective 31 because in general they are smaller population wise. Changing that 31 to 61 would actually have more jareer MPs than Abgaal.That is an extreme example mudulood is probably the biggest clan on Somalia. 4.5 is a temporary solution it is not viable long term
