I don't get this. There are no Ethiopians in Mudug, In Kismaayo and Jubbada Hoose.

Shouldn't the manpower and resources be used to take Baydhabo and Xamar?

Too risky, they will be obliterated by the Ethiopian forces and it could be end of their campaign to drive out the invaders out of the country.

I mean, capturing Harardhere and declaring war on the Somali pirates? It shows you how helpless the resistance really is, they can't do much but annoy the Ethiopians.
