What kind of security has there been in Puntland? The Cumar Maxamud sub-clans have been at war with each other, with Reer Bicidyahan/Reer Maxamud, and with Leelkase throughout all of Puntland's short history. Also the Dulbahante/Ciise Maxamud scrapes in Nugaal. And those were the good days.
