After the civil war and disintegration of southern Somalia the Mogadishu business community built their own militia and made themselves independent of the warlords, a goal they achieved by 2000.
The Sharia courts of Mogadishu, the only law there, were also financed by the Mogadishu business community to build a militia to impose law on Mogadishu. The Mogadishu warlords by 2005 were actually less powerful than this new force.
In 2005 to counter this, the CIA created the ARPCT, an alliance of the Mogadishu warlords and Mohammed Dhere, the second most powerful warlord in southern Somalia, to take on the Sharia courts and their backers in the business community, financed by the CIA and Ethiopia. Yusuf Indha'adde, arguably the most powerful warlord in southern Somalia and the militant Islamic group al-Ittihad al-Islamiya, sided with the courts and after a year of fighting the ARPCT was decisively defeated and the business leaders, al-Ittihad, Indha'adde and the Sharia courts emerged victorious as the Supreme Islamic Courts Council.
Two weeks later they drove Mohammed Dhere out of Jowhar.
They should have stopped there, but they didn't.
