1/ If a governement is too weak to secure their waters and borders , they shoudn't be ruling anyone.
2/ If a company { oil co ect.ect..} is unsure about hiring the local security forces, they shouldn't be in that country

There's a difference between an army & a mercenary 'private' group. Have you heard of Blackwater?

Besides, the so-called Govt. militias in Xamar are also the reason why aid can't pass, they bribe and extort the people who deliver aid too.
