To be fair, the Rothschilds were not hardcore Zionists, and the Balfour Declaration's intent was to allow for Jewish immigration and investment in Palestine, but not displacement of Palestinians. The original declaration spelled out that the policy could not be legally used to cause Palestinians to lose any rights.

Things changed with the rise of Arab nationalism and hardcore Zionism in the 1920s and came to a head in the 1930s with the Arab Revolt in Palestine in 1936. When the Jewish Palestinians sided with the British against their neighbors the Arab Palestinians, that is really where the conflict began, not with the relatively harmless Balfour Declaration.

The problem was the hardcore Zionists who moved into Palestine and stirred up trouble between the local Sephardic Jews who had been there for millenia and the local Palestinians.

If Belfour himself knew what it means to be a patriotic, he would have freed Scotland instead of promising to give what he doesnt own! But then again Britain at that point of time, was infamous of their unfulfilled promises.

The actual author of the declaration was Balfour's assistant, Leopold Emory, whose mother may have been Jewish. There is a conspiracy theory to that effect. Balfour, himself, was NOT Jewish.
