Insha Allah Somalia will be an islamic state and that doesn't mean that it will be a caliphate in itself. But insha Allah there will one day be khilafa that islamic state of Somalia is part of.

And khalifa is supposed to be from Quraish like Prophet (saws) said. It is narrated from Abu Huraira that Prophet (saws) said: An naas tabacun liquraish fi hada as sha'ni = People follow Quraish in this matter. And also from Ibn Cumar That Prophet (saws) said: La yazaalu hada al amr fi quraish ma baqiya min an naas ithaan = This matter remains in Quraish if there are two persons around.

And both of these can be found from collections of Bukhari and Muslim.
