Join the Future: New Banadir Administration

Let us exchange views on Banadir region's political future.


First,

Banadir region= the ORIGINAL region, i.e pre-1974 Land Act of Barre's regime, meaning: Both Shabelle region and Banadir Coast.

New Banadir will just be a renewed and regenerated version of the ORIGINAL Banadir.

Second,

Mogadishu city is the Somali capital, so what should be its role within New Banadir administration when this gets off the ground?

Third,

What groups can play a role in the polical process of constructing New Banadir Administration?

I want to here your views, and I'll share with you the plans set by an underground movement to realize the vision of New Banadir.

This is what i wrote recently from Daud Jimcaale's article

The city government of Mogadishu needs to have a city character that is free from the Banadir regional administration and eventually free from whatever national government that may arise in the near future. Mogadishu can in this sense still be a capital city free to all, a city with its own local administration, and as a city which is the seat of the government. Banadir on the contrary should have a regional administration composed of the local groups that inhabit that region.

The only way to achieve the desires of the more than 2 million inhabitants is to create local representative governing structures. The people should be in a position were they can elect representatives to the municipal level and eventually to the city council. This system of governance in which the city council is composed of people that are elected by their various districts is one that both corresponds to the immediate needs and desires of the more than 2 million people in Mogadishu, and to the theoretical image of Mogadishu as a capital city open to all. This city government composed of the people, and by the people and for the people of the city is the road forward.

Those are indeed interesting views, Mogadishu city is the capital of the nation and should have an independent city administration of the people, by the people, for the people.

What about the composition of Banadir Regional Administration?

This Banadir regional administration should be composed of the 12 districts, in which every district sends a number of representatives that together can form a regional parliament. This regional parliament then forms a regional government. A lot has to be thought out and worked out though.

I’m cool with this idea. It makes sense that both Shabelle regions should be joined together as one region and Banadir being in between should them would also make sense if it was part of it, i.e. creating New Banadir.

Mogadishu city is the Somali capital, so what should be its role within New Banadir administration when this gets off the ground?

Mogadishu should have its own separate council/mini-administration that deals with what affects Mogadishu only (so it should be separate from the New Banadir administration), I strongly object to the people of Mogadishu been able to dictate what happens in say Marka, Barva, Jowhar or anywhere else in the New Banadir administration, they don’t live there they should have no say in what goes there. You might argue those cities can threaten the Capital, but that is very unlikely as no one desires to disadvantage the Capital of country. Theoretically speaking, as the capital Mogadishu should be well-off and doing better than the other cities near it, therefore it is more likely they will be more threatening to the cities nearby it. Also in the capital people from all over the country would be living there, and they are less likely to think of the well-fare of the inhabitants of the other nearby cities. In terms of any laws, bridges or road work etc being constructed in Mogadishu the people of the New Banadir administration should have a say in it, if it affects them. The New Banadir administration and Mogadishu should work together in a way that benefits them mutually.

What do you mean what groups? Those that live there of course! I’m passionately against anyone else but those who live in the New Bandir administration having a say! It doesn't make sense for a person living in Sanaag having a say in what happens in Jowhar when it doesn't affect he/she, and vice versa.

Looking at a Somali Map ceeldheer is in Galgadud and when shirib posted that old Somalia Map it wasnt included, so why now? Also i dont think its smart to have Jowhar as your capital since its so close to the Capital, i suggest a new city by the coast. A Djiboutian advice.

I Firmly Believe that The local natives of Banadir should be indepedent to Put their things together and work for the Good of their people.

You have made very valid points.

Mogadishu city is too large, too important and too complex to be incorporated within New Banadir Adminstration. Mogadishu city is the capital of Somalia, and has a population of more then 1.5 million people who have witnessed terrible things since 1991. It is natural for the city to have its own free, independent city government which focuses all its energy and money on the city itself.

Also, having Mogadishu city within New Banadir Administration threatens the development of towns/cities like Afgoye, Merca, Barawe, Jowhar, Balcad, Wanlaweyn, Warsheik, Cadale etc. Those cities and towns will be overshadowed by the giant city Mogadishu.

The relationship between Mogadishu democratic city government and Banadir regional administration should be a harmonious one, that is characterized by cooperation in development.

So far, Jowhar, Afgoye or Merca are the likely candidates for the capital status.

I personally prefer Afgoye.

I Would go with Merca. The latter two are too close to the Capital. It is also in the best interest of Mudulood to keep the capital away from a city of their's since they want to be more inclusive and thus give the capital to another clan. My advice the capital should be on the coast.

Proximity to Mogadishu is not a factor that disqualifies cities.

Afgoye is the best town that represents Banadir:

-Its a city where both Somali groups meet: Af-Maay speakers and Af-Maxaa tiri speakers.............together these peoples inhabit Banadir region
- Its a city that is famoust for its rich agricultural lands.................Banadir is known for its rich fertile lands
- Its a city with a rich history and where the first Banadir alliance was born: alliance of Gelede-Wacdaan-Murusade.........this alliance needs to be enlarged to include all Banadir groups.
- Its a city that is located strategically, right behind Mogadishu city, and nicely in the interior.



Jowhar too has all it takes to be a capital city.

KOA; Ceel Dheer is more allied with Middle Shabelle than Galdadud, and if I was them I'd join the New Banadir administration.

Why should Mogadishu be replaced? It has a great history and culture, infact it's always been such a significant city for centuries. It is not the people of Mogadishu who treat the capital as a traditional belonging, nay, it is a city for all, home to every Somali.
