hargeysa will always be capital because of historical status, and 95% is isaaq inhabitants, as well as gadabuursi & ogadens, .....also burco is developing very fast and is major city already. issue realy is why isnt berbera port side being fully developed & exploited and revenues being channeled into all somaliland infrastructure & citizen, becos most regions like hawd and odweyne dont even have tarmaced roads,,, if the issues is about unity as post maker mentioned,,

you forgot to add sool and sanaag - sanaag has the worst roads in somaliland

Burco is the glue that keeps Somaliland together, but I dont think it should be the capital.
Berbera is a better candidate, hargeisa is close to ethiopia and Burco is close to the rest of Somalia, Berbera on the other hand seems pretty safe, it just needs to be built up.
Burco is like the Texas of Somaliland.
