how to economically empower Somalia

IF or when Somalia reunits again how do the different regions/factions share the limited resource in a post war Somalia?
especailly considering all our obsticles. (1) sudden climate changes, (2) longer and more frequent droughts, (3) a land that is being eroded and desertified (4) poluted seas (5) threat from ethiopia over water rights especailly over the possibility that dams will be constructed over the the Jubba and the Shabella to limit the nature follow of water to Somalia. (6) no existing infrasture, 7) no existent education institution, (8) a growing populations etc etc etc

the answer is for each region to develop key specialized industries.

trade between Somalia and ethiopia should be encouraged through Berbera the point being to gain leverage over the government in ethiopia. don't dam up the rivers and treat our people humanly in exchange you have access Berbera. Waqooyi become the largest hub for the transhipment of good between the two country. other industries the region could include but not limited to Biotech producing the pharmacalugical need of the somali people from vaccine to pills and Tourism Waqooyi had the more temperate climate and some of the best archeological ruin in Somalia.

Bari - again shipping is important, capital should be invest to make Bosasooo the largest fueling station in the horn so it can handle all the trade between the indian ocean and the Red sea. Bosasoo should also become the location for the federal bank of Somalia. banking and financing is an industry and puntland should be given this industry. since somalia should go green and Bari has a lot of sun, it should lead the country in produce solar energy as well as wind energy.

further south between from the Kenya border to Central Somalia. the focus should be agriculture after all the is the bread basket of Somalia. food should be grown, processed and market in southern Somalia and transported throught the different somali region. we can't go back to the hey day when we shipped Banana, Sugar and cisamed oil to Italy and the arab world. grain and foodstuff should be grown only for internal consumation. Somalia population will grow have no doubt how will be feed 20 M if we become like other african countries, growing luxury good like coffee, coco, tea and sugar for external consumption dependent on middle men and volitile consumer markets. the southern region will also become the largest industrial region in Somalia. with two rivers and vast mineral resource it has the potential to produce everthing from surgical instruments to car and plane parts.

thus every industry should from now on be divide between the differnt regions with a add clause that 30% of the work force should come from outside the region population the Somalia version of Affirmative actions.
