The question is not the population of Hargeisa but of somaliland, and in their it clearly states..3.5 million.

46 million people are now registered voters but the population of the UK is 61 million. The USA its even worse their voter turn out was 132,618,580, but their whole population is 231,229,58 thats a 51% turn out meaning half the population did not vote.
