Somalia is a failed experiment. Somalis have had no central leadership since...well basically never. They have always been egalitarian republican wandering nomads, parasites of the desert who consider no man their sire.
Colonists came in and imposed their ways on them. Somalis for a period of time (not even .000000001% of their existence on life as an ethnic group) experimented with those ways but ended in abject failure. Somalis are a special nation. They are not domicile like their Bantu brothers of Africa nor malleable like their Arab cousins of Islam. It is impossible to impose yourself on them for long.
Somalis are anarchists by heart and conduct, barbarians and brutes in war, with a distinct form of culture and law incompatible with organized modes and methods of what is considered "normal civilized" existence.
Insanity is doing the same thing over again and expecting a different result. There have been over 17 peace conferences and even the functioning "states" within the former Somalia are hollow shells, budding at the seams to expose the forced nature of this fight against their own natural ways of doing things.
Disband the wretched carcass known as Somalia by emigrating out the head animals in that land and repatriating them around the world, from Chile to China. Put a gate around it and let it be a the world's greatest museum to the primitive nature of most of humankind's past.
