Puntland provides services to the TFG that other groups can't can't. Who trains the TFG troops, where is the military academy located? Puntland. The best part of Puntland is that its far away from Mogadishu and the trouble which means that if you build a facility in Puntland or if you store weapons in Puntland, opposition groups can never touch it.
Imagine if in 2007 they built a military academy in Beletweyn or Baidoa or Kismayo, today it would be in Shabaab hands - do you see the problem? Puntland is like an external hard drive basically, you can put all your eggs in Puntland without worrying about losing them, but if you place your eggs in Cabudwaaq or Jowhar, you risk losing them. It comes down to that, Puntland provides consistent and secure services to the government that no one else clan. You just can't even begin to compare warlords and individual clans to a stable state with proper services and some level of accountability.

Besides the overall Police Commissioner who overseas such things and inaugurated Carmo for Abdullahi Yusuf is Gen Cali Madoobe (Marehan) and the man in charge of coordinating UN funds for such things (Marehan) is about to become Prime Minister.
