No, he was not just a minister, he was indeed the commanding president and enforced himself to be the prime minister. Was he in charge of the interior ministry? Nasser and Saddam Hussein were in charge of the interior ministries at the time of coup/revolution, in charge of the police and secret service.

Nasir was from the Free Officers organization, Naguib his boss was the 1st president.

Actually the two generals/conolels behind the 1969 Coup D'etat were Hawiye and Isaaq, Major General Salaad Gabeyre Kediye (hawiye), and General Aynashe (isaaq) led the coup. Said Barre was just sitting and waiting in the interior ministers house, while these guys planned, and executed it brilliantly, he couldn't do it without these guys. Gabeyre was subsequently named the "Father of the Revolution", and Barre became the head of the Supreme Revolutionary Council. but because Said Barre was threatened that they will over take the party, he executed them after two years.
