Being that there was a few years after the war before that State existed what were the challenges of when it was first implemented?

How long did it take before it sunk in to the people that there is a admin, mayor, district officials, court, etc. after they lived without a State for a few years, did ppl first have problems accepting authority?

How was the 1st Pres elected?

Did these regions have any sort of admin in place before Puntland was formed?
