The Kikuyu would be insane to annex the Juba valley, if there's one thing they could do to forever cut the balls off their political power, that would be it.

Right now the delicate balance between the Kikuyus and the Luo/Swahili opposition is on a knife edge, and adding millions of voters to the opposition is the dumbest thing that the Kikuyu establishment could do.

For this reason I doubt the current administration would go for it.

James, that is precisely how Somalis have been getting a lot of power in Kenya recently. They are perceived as fair middlemen who don't favor one Kenyan Bantu over the other. Actually those professionals of theirs who want to see Kenya evolve beyond "Luo" and "Kikuyu" rival might actually favor an increased number of Somalis and lands now that Somalis have accepted real Kenyan citizenship and are considered to be unbiased professionals and arbitrators between the Bantu majority. They might even consider it a "force stabilizer". Trust me, Kenyans have seen the post-election violence and Kenyans are naturally a very mild mannered and professional people whom even the most corrupt will favor his nation above his group; the Bantus know they are each others' worst enemy and Somalis have risen to be seen as their political arbitrators.
The view is defective as it stands, for even if African voters were inveterately ethnocentric, it quite often happens that in ethnically partisan elections, candidates who don't identify with either side are acceptable to competing groups precisely because they're ethnically neutral – at least part of the success of candidates of Somali origin in Kenyan electoral politics, for example, is explicable this way.
