I think grassroots activity works the best. For example in this case the money is less likely to be stolen since it's collected from Somalis themselves and they would expect feedback on the project. On the other hand, most Somalis do not know when and to whom UN money is dished out so it's more difficult to hold them accountable. Also it's impersonal so people see that money as fair game for looting.

The females only turn up when it's a party. Circulate the news that you are building a new regional administration and the crowd will be 75% females/mothers.
When they found out this was actually a serious discussion they stayed their asses at home.

Lol nah I was having a little dig back at you. To be honest the women are very active....I've been to a FEW fundraisers where the females donated the most money. The host at one event even dissed the guys and praised the women for being so generous with Farax's money
