The capital has to be accomdated from ground up as many before me said it suffered the most so it needs to be renovated before you can move on to other regions.

The reality is that if we want this country to return to normality, we have to start by the roots, and that's Xamar. Fix the capital up and the rest should be simple. If you can get Mogadishu jogging, the rest of the country will be running. If you can get the city to drive on a Audi, the others will be sporting a mustang.
