But, to your question; there is definitely huge quantities of offshore oil in Mudug, Waqoyi Galbeed, and Jubbada Hoose though I'm not sure if they have large quantities onshore.

It wasn't just oil they were exploring for, but also minerals, gems, etc. That's how they came up with reports of presnce of uranium and ore in central Somalia. Even in Diinsoor which is where my parents are from, there used to be stories of these companies digging around for gems, specially on the river banks. Gold nuggets, perhaps? It was never made clear. It was all hush-hush and eventually they were all expelled just as the Ethiopia-Somalia war was starting. All American companies were expelled.
