How is it going to work as a federal state? Doesn't Banadir have a special status?, since it is where the central government will be based.

The constitution has not been ratified and the Locals will never agree to this. It will just lead to more headache or maybe the moving of the Capital

There is No CENTRAL GOV and ofcourse,If fedarlism is agreed upon, banadir will be no exception.I would welcome moving the capital to galkacyo, bosaso or hargeysa and leave xamar under banadir state sovereignty.

Mogadishu is the capital city of Somalia but Banadir has the right like all others to form a state and be awarded the same rights. For example Germany is a federal state. The capital of Germany is Berlin and Berlin is also a state. That is how it works.
