There is a demand for a covert collective of Somali elitists with no desire for visible positions among somali social events, political life, government or media etc.

True power to influence is not measured by titles or ranks nor is it voted upon or given in a democratic election. The true rulers create the illusion of choice for thier subjects as a contrived sets of rules of democratic jurisprudence. The masters of humanity able to internalise the seperation of Law and Morality without emotional attachments to success or failure of social cohesion or even esserting much emphasis on order. An Elite able to utilise and truely appreciate the clear distinction between the elusion for the masses and the reality of embracing the power balance between chaos and order, death and life, micery and joy duality unadulterated and kept free from the bais of moral codes dictated for the subjugated.

An elite devoid of a the moral compass that otherwise impedes sanctioned deployment of chaos to effect change without much consideration of emotional radiation of the afflicted subjects. Worshipers of discipline and ritualistic tacticians whose soul objectives are defined by the need for social refinement and ascension of spirit not in the classical mold of spirituality created for the subjects but free spiritual ascension where non supercede or intervene or require intercessors in the individual's euphoric acquaintance with the divide abundance.

A collective to rescue the captives of spiritual cowardice...

Leaders visible or invisible must have an objective for their subjects without a REASON the existance of man is no more significant than that of an ant colony. I would hope that a man in a position of influence is there for the sole purpose of spiritual refinement.

For nothing else is excuse enough...

At times like a bitter antidote an unpopular subject matter must be encapsulated. You are more fascinated by the capsule then it's contents and this worries me for i often encounter it among somalis.

So in a way you are right the ultimate leader who wields power must constantly struggle with his nafs, must always be doing cibaada/worship
and dikr. in essense must do tasawuf.

This tether himself to shariica and keeps him on the right path.

Not neccesarily. Power doesn't corrupt, but an undisciplined soul becomes corrupt if given power. A good example would be Marcus Aurelius and Caligula. Both men had the same measure of power and one turned out to be one of Rome's greatest rulers - I don't need to tell you which one.

Power when viewed for what it is, is simply the potential to influence change.

One in power is able to induce a CAUSE to which there will be a resultant EFFECT.

A man with an impaired moral barometer with Power can initiate circumstances with dire consequences. If most developed nation's leaders are devoid of real power and they are mere actors then why do we Africans aspire to create and model governments on non existent systems or systems that are mere illusion to satisfy the masses?

With that in mind is it even possible to subject Somali muslims to a secular government, genuine or acting and will the masses accept this falsehood or must there exist TWO classes of political somalis. The acting class and a hidden shadow elite where the two work to counter balance popular demand and national security. Where they preserves through falsehood the sentiments of the righteous man and woman?

Is a Partnership of the Moral and Amoral possible?

Can Angels and Demons work in partnership while keeping the masses feeling safe yet keeping them fearing set constraints?

You will need to differenciate what affects your ego and what affects the greater good
this applies to both those in the shadows and the actors in the front of this theatre.
Personaly i do not see the need to reinvent the wheel. i would try to follow the path of our prophet as much as possible. the rule book is already written and available to all.
The struggle against the nafs this jihad is the hardest struggle and will determine how well you follow the rulebook

literally following path prophet, socially is fine but polically is difficult in modern world.
