Can you guys explain this 4.5 5.5 figure you keep throwing around. I've seen a report about how the minority clans were unhappy with it but didn't really understand what it meant.

They are handful traitors i remember When Cabdilahi yusuf was sacked they were hiding in Vila Baydhabo Alshabaab shelled the place and 7 of These Dirty woqoyis got killed. Mohammad abdilahi omaar is another idiot. We forbade him to visit his daddies Burial in Somaliland his father was sick for 3 weeks all his family members were besides his bed. Except the Dirty woqoyi Mohammad he has to live with that for the rest of his life. There is a rule i love in Somaliland Which is if they want to return to Somaliland they have to ask for forgiveness :lol:

No, 4.5 has to be scraped. If 5.5 system happens, clans that dont live in Somalia like Issa will get 30+ seats. Can you imagine Issa, who don't live in Somalia, getting 30 seats? That would be the most seats any clan in Somalia would have.

4.5 has to be abolished. Issa has 8 seats right now, just one less than HG, Abgaal and as much as Dhulbahante and Hawadleh. How is that possible or even fair?
This is what i was wondering, how a man from another country ends up in our parliament? if they had spare seats why not give it to the .5 or Isaaq?
Ghelleh, Djibouti President, and his influence. Its his clan and his influence got Issa 8 seats. OK, maybe Issa can get 1 seat since they are Somalis but not 8 seats. Issa is one of the most represented clans in parliament, have the second deputy speaker position and dont even live in the country. Ghelleh gets what we he wants walle.

You know majority of parliament carry foreign passports right.

4.5 is the power sharing formula.

The major clans listed as Hawiye, Darood, Dir (Isaaq included), and Digil y Mirifle each get 61 seats in parliament.

Minority clans (Jareer, reer xamar, brawaani, midgaad, carab salax, etc.) get a total of 31 seats.

5.5 would mean Dir and Isaaq would be seperated and each get 61 seats.

unofficially it also means that 2 people from the same clan cannot hold any of the top 3 posts.

Its a formula for sharing seats in the parliament (275 seats)


1. Dir - 61 seats
1. Darood - 61 seats
1. Hawiye - 61 seats
1. Digil & Mirifle - 61
0.5 - Minority clans - 31

Mean the 4 major clans plus beesha shanaad to share power
Hawiye
Daarood
Dir
Digil iyo mirifle

Beesha shanaad
Tuni
Midgaan
Banadir
bravanese
Bajun
Jareerweyne
and some others


Beesha shanaad has 31 seats half of the other clans
DAAROOD
HAWIYE
DIR
DIGIL AND MIRIFLE ALL HAVE 61 SEATS IN THE PARLIAMENT


Also if the police commander is one clan the Military commander is the other
the 4 most important ministerial post defense finance interior and foreign are all based 4.5
President Prime Minister speaker of parliament also

Because Somalia was founded on Pan Somalism. It's a homeland for all Somali's. Somalia is for all Somali's, even those who have lived most of their lives in the US and UK.

Do u think an Issa or Degodia should not be granted citizenship in Somalia?
