It was an interesting speech by the president in his usual colloquial style. Aside from the style of his speech he highlighted the many problems that plague the military. It's lack of institutionalization, "norms" which he meant by a procedural system, corruption, lack of disciple, no one held to account, etc.
BV, as for your opening statement, I don't really know where you got that from. The President has never come out so blatantly belligerent to his military. Instead they are trying hard to pay the salaries in a timely and systematic way. In another speech he made he highlighted some of the reasons why there have been so many irregularities, and one of the reasons mentioned was because of donor countries. The salary of the soldiers was promised by a few donor countries EU and US. Now these countries do not always make the payments in a timely fashion and in a systematic way, this causes all kinds of havoc for the SFG. Knowing the absolute necessity of paying soldiers the President and the PM have promised to allocate any income that comes into the government's. Priority will be given to the military first and all civil servants and institutions second. They also promise to pay on the 15 of every month to every soldier. This has already been implemented in several areas, Gedo being the most remote.
Now the most important thing about this new policy is that money that was coming from donor countries originally will still be given to soldiers. Meaning that 100 dollars from the government on time, plus the donor money, which should make salaries go up twice.
I believe that the government is showing some confidence in taking such a bold action, and I very much welcome it.
