How come they are not reporting Shabab members who are hiding among them? The government should have anonymous tip line for that specific snitching

Because the people don`t trust the "security forces", who regularly rob and rape them.
Unfortunately the civilians are caught between a rock and a hard place.

that doesn't matter. Surely security forces is the lesser of the two evils?

I deliberately used quotation marks around "security forces", to illustrate the term is only used loosely.
Actually, a lot of people prefer the Shabaab over the "Govt" because there was a semblance of law and order.

Because the People In Muqdisho do not know yet who is their friend or who is their enemy between the two. Plus Alshabaab were fighting alongside us when the So called Gov't was on the Ethiopian Side in 2006. Hawiye especially habargidir have long memory of effents.

Mogadishu metro probably has a population of around 2.5 million if not more. Even if 2 499 950, 99.9% of the people were vigilant about the Shabaab terrorists, it only takes the remaining 50 to throw 5 grenades at a street. You can't compare Muqdisho to other places in Somalia where a few clans with extended families of 4-5 generations make up the populace and people know each other.

Only a top-notch very modern intelligence system would eradicate terrorist presence. That being said, a bomb here and there can't do jack to the cities progress.

Banaadir region needs to be under one political group and the implementation of an autonomy... This is what the out going mayor tarsan was planning not the complete subordination to the interior ministry.

An engineer guy with some project who is related to me and has met tarsan has told me that tarsan only waits if the govt fails to control many somali regions than he will establish his federal state said to be the most advanced federal region. The constitution is not clear and he doesn't give a shyt since the other regions are free.

There are many powerful people in mogadisho with no joint future for example the intelligence(banaadir region)security(banaadir region)police(banaadir region) asluubta(banaadir region) xabsiga dhexe(banaadir region) chief traffic(banaadir region) airport security(banaadir region) all are headed by one subclan who could be reluctant...

As an administration, every other clan should concentrate in its region including mine

Hassan sheekh is an ideologist and not a subclanist... a political party is behind him...personally he is a somalist and has national agenda, wants strong somalia for real but an islamic party is working with him. They have two problems here- the party is using hassan sheekh for his clan background so the president cares about these clans bc he has no outside alliances and the mission needs to succeed. This puts him to be under political pressure from these clans...he would change some individuals just to come up with others who are the same...just incase he is better...so mogadisho has to wait the result of this trial and error method...i hope it works.
