Here is The Somali Compact, the proposal sent to the EU. In it, it clearly states
"The Somaliland Special Arrangement is a separate and distinct part of the Somali Compact. The Somaliland Special Arrangement is the sole framework for engaging with Somaliland’s development process under the New Deal partnership."

"While the two arrangements were developed through separate processes and will be implemented using separate government systems and mechanisms, their concurrent and mutually reinforcing implementation will help to ensure greater cooperation, trust and goodwill between all Somali people." Page 20.
But it says nowhere in how the funds will be divided. Either way, this is a huge sum amount of money for either governments. I mean SL annual budget is like 150m or something, imagine a portion of this amount of money in a three year period.

I think the way the money is being used is like this, The SFG will say we would like to do this, and the EU will say ok here is X amount of funds, lets see how well you use it and then we will give you more. Same thing with SL. It's not going to work like a piggy bank for either governments, where they can just withdraw it at anytime. At least that is what I think.

It is still not clear how Somaliland will benefit from this New Deal budget. Your sources does not state how the new deal will be shared. And yes the budget will not be in a piggy bank. This budget is just a pledge by countries. It will take time until it even reaches the Federal Government. the original agreement summary is posted by samatar.

SDC dude, just think about it, why would the SFG want to manage how aid will be delivered to SL? Their issues are bigger than them, why add more burden to yourself? Let SL figure out what is best for it.

XJ, I know that, and we all know that the lions share is for the SFG, nevertheless, the intent is to help the whole country, and SL is included in that. Things still have to be worked out, mechanisms have to be developed, it's a lot of money, plenty for all of us.

Samatar, we will see if it is in the upcoming talks. But you have to admit, SFG has shown nothing but goodwill and a willingness to compromise everything except recognition. I doubt very much that it is in the SFG's power to divide the shares between SL and SFG, SL would accuse SFG that it has the power to use aid to force it into a union. We just have to wait for more information.

How much of this will much of this money will ethiopia get out this? I think this a legitimate question. If SL is an independent country why are they in line to get some money from this aid package. There is no kheyr in eu/us aid money. We should know this by now.

They would rather want Ethiopia to dictate them than their own Somali/muslim brother. Thats how much their cuqdad level has reached.

The beginning chapter of the somali politics

According to the world, Somaliland is in soomalia, therefore they will get their share but how? Its part of the cooperation and the talks policies...based on the somali govts positions of seeking unity with somaliland and based on the somalilands separatist position the world doesn't want to violate the talks by insisting that its part of the federal govt instead the conference supports it...thus, they came up with this separate arrangement as somaliland is not part of the federal govt.

However, the funds are for cooperation not for division


Btw silanyo and his expert FM bihi have acted very professional.
