there's supposed to be a budget done every year but there hasn't been one passed since 2009 when Obama took office and he had a Democratic House of Representatives and Democratic Senate.

Since then, they have passed "continuing resolutions" with similar funding levels of 2009. And 2009 was right after the Stock Market crash so the budget is still reflecting an economy in recession.
