Except from Xamar (some sections) and surrounding regions, much of southern somalia is peacefull. Lawless? Yes. But there is some semblance of order and authority. Schools, hospitals, and police stations are being built. Power and communication lines are installed at ever increasing frequency. It is not the doom the gloom some portray. The only ingredient southern somalis are missing is political, in particular how to dislodge groups and warlords who have accumulated great power and wealth and would rather keep the status quo then to relinquish it.
