Points I noticed from this Communique

a) It confines the talks to the Government of Somaliland & Government of Somalia ( no puntland/no jubaland nonsense wanting in on the action)
b) There is now a frame work on how these talks will move ahead, which was the biggest weakness of the previous talks in that there was no structure.
c) The acknowledgement of the atrocities that were inflicted on Somaliland in particular, although I would have preferred the word genocide, but I believe this is a start and should placate the hardliners like Momahed Hashi who held the view we shouldn't have any dialogue with Somalia before they acknowledge the genocide in Somaliland.
d) While these talks are taking place, the dimension of the talks are taking place on an equal footing, for instance the Air Traffic Committee will be managed by two people from Somaliland & two people from Somalia. So even before Somaliland is recognized internationally on an interim basis, they will share 50/50 with Somalia.

These talks are taking on a more international tone & involvement, which bodes well for Somaliland.

Code of Conduct:
The parties agree to:

1. Open meetings by the reciting of the Holy Quran

They ran out of things to agree on

That neither side knows what they are doing and how they will accomplish their stated goals.

9. We share the pain inflicted upon the Somali people by the military regime in Somalia before the year 1991. We condemn all the atrocities committed by that regime throughout all Somali people particularly the people of Somaliland.

Geo,

I don't believe its genuine, as your former minister of interior & security said ''ujeeddada dowladda Soomaaliya ay ka leedahay wadahadallada ay tahay sidii lagu qancin lahaa Somaliland''. It's all about appeasing the politicians in Somaliland but in reality they have no power and most of these cunts didn't even witness the atrocities and the genocide committed by Afweynes regime.

Is this the official/original communique? Makes it two govts? Two entities? Parties?

I don't think the cabinet will accept it let alone the parliament!.
