Depends on the parliament.

govt has given all of them( hiiraan, central, middle shaballe mps) 6 months to try with with their own initiatives. Farah abdulqadir supports a federal state of galgaduud and southren mudug but they need to vote in the parliament. They have more chance like making a new legislations for that region.

Hiiraan mps will come up with a motion soon, if they succeed, they will hold a regional conference in baladweyne to form a regional state if not, when the 6 months(current admin) ends they have to join some where.
