Anyone who'd do that does not deserve free education. They should be kicked out for good and should never be allowed in any school unless they pay for it. People take a lot of things for granted.

I'm confused. How's he able to take a picture during an exam? In the UK if you even have a phone in your pocket or bag it's an automatic failure.

Its a standardized government test to see whether you're capable of reading and writing so theres really no right or wrong answer but its more of a test for the teachers. Have these teachers been effective? If not and the fail rate is high, these teachers are called up and are asked why you should keep your job. So you can imagine these teachers will not care if you have a phone out even if they do see it. Their jobs are on the line. There have been cases I read online where teachers have rewrote these tests for the dumb kids.
