Desert country? Isaaq parts of Somaliland get the same amount of rain as the fertile regions of Zoomalia, in some cases even more. Gabiley district alone receives more rain than Hiiraan. Sheikh receives more rain than Kismaayo, Jamaame etc.

Btw. There are plenty of countries without resources that are independent, recognized states. Somaliland has resources but lets flip the coin and say Zoomalia has resources..
