Actually, after the fall of Afweyne the HY wanted to wipe out all the Darood from Sool and Sanaag specially the SNM division in Erigavo It was the naive people of HJ who did not let that happen. The difference is that the atrocities that took place in Somaliland was state sponsored terrorism. The regime used not only the military might of the SNA, they also drained the economy of the republic and used foreign aid to fight a clan. When things went bad for the regime they went so far that they hired foreign mercenaries like Rhodesians, Somali abo (Oromo). Not anywhere else have that kind of horror taken place.
