Puntland Council of Scholars will lead the project, they were very successful in providing aid to the Puntland flood victims so they should be adept at dealing with this.

Gedo is one of the most impoverished places in the great Somali Peninsula yet the Marehan waste their time and energy in Mogadishu just to be Hawiye's seasonal butler.
