MOGADISHU (Reuters) - Somalia's lawmakers on Wednesday approved the appointment of new Prime Minister Omar Abdirashid Ali Sharmarke, who vowed to end the infighting slowing Somalia's efforts to rebuild after decades of war.

Sharmarke, who served as prime minister between 2009-2010, becomes Somalia's third premier in just over a year. The previous two fell out with the president over the make-up of their cabinets.

The ouster of Sharmarke's predecessor, Abdiweli Sheikh Ahmed, frustrated Western powers that say the political paralysis encouraged Islamist al Shabaab rebels and paralyzed the country's fragile state institutions.

"I will soon name an all-inclusive cabinet of ministers," Sharmarke said soon after 218 of the 224 legislators present in Mogadishu's parliament approved his appointment. 8-) :som:

Most of the high-ranking political positions in Mogadishu are divided amongst Somalia's clans, which tend to compete against each other for resources and power.

"I assure you that there will be no political conflict, everything will be solved through consultation and discussion,' Sharmarke added.

Sharmarke, 54, quit as prime minister in 2010 due to the government's failure to counter a raging Islamist insurgency.

President Mohamed Siad Barre's overthrow in 1991 plunged Somalia into turmoil, first at the hands of clan warlords and then Islamist militants, who have steadily lost ground since 2011 under pressure from an African Union military offensive.

Mogadishu 24th December 2014- The Federal Parliament of Somalia today approved the appointment of Omar Abdirashid Ali Sharmarke as the next Prime Minister of the Federal Government of Somalia. The overwhelming vote of confidence was delivered at a session of the House of the People.

Addressing the Members of Parliament and other guests, Prime Minister Sharmarke thanked President Hassan Sheikh Mohamud for the appointment and reiterated his commitment to deliver on the promise of stability and prosperity for the Somali people.

“We have important tasks ahead of us that must be achieved at all costs. This includes achieving Vision 2016, ensuring the security of our citizens, economic growth and above all, national reconciliation,” said Prime Minister Sharmarke in his inaugural speech.

The Prime Minister also promised to nominate a well-qualified and representative cabinet tasked with delivering on key policies and work together with the Federal Parliament to ensure key legislation was passed in time.

While thanking the country’s security forces for their gallant efforts to secure the country, he reiterated that the work of pacifying the country would not stop until the last inch of territory was liberated from extremist elements.

In addition, Prime Minister Sharmarke also thanked international partners for their unwavering commitment to Somalia and promised continued co-operation with all stakeholders in achieving the administration’s key goals.

“Ultimately, we are accountable to each and every Somali. My administration’s bottom line will be to ensure that every Somali has the opportunity to live a life free from fear, take advantage of the opportunities this great country has to offer and play their role in moving this country forward,” concluded Prime Minister

The system needs to be changed. Why must a Hawiye appoint a Darood or vice-versa since independence? If we need to be serious and bring forth fundamental changes to not only Somalia but the whole horn, revisiting this issue is warranted. I suspect in 2016 -- as in 2012 -- same tango will happen to elect new leadership. When will we ever have a genuine one man-one vote based on policies and not clan politics?

The image I have of Somalia's parliament is like a movie theater sitting arrangement. Not even desks to write on..smh. Is there a new parliament building in the works?
