Ceelsheekh has always been under Waqooyi galbeed/Maroodi jeex region even in Afweyne's maps after Awdal was created.

I didn't watch the video but it's the age old practice perfected by the reer samatars "ku Qaabso qaadi maysid" the reason reer abtigey want Ceelshiekh under awdal is that now the dawga cad has reached the city which would bring in more revenue who knows maybe a port might be built in the future..
