It says the pipeline will be 52 km and borama is more than a 100 km away from hargeisa. It would be ridicouls pipe-lining water all the way from another city. I think it is somewhere else.

There are large water tables beneath the ground in and around the area between hargeisa and berbera, so they'll probably extract it from there.

This is good news, the abundancy of water can now be focused on the irrigation of HARGEISA itself, the city has become more dry and sandy over the years, there needs to be a planting initative, plant date palm trees in as much anywhere possible since that tree is well appropriate for that kind of climate.
