It's not Lughaya city but certain districts of Lughaya settled by Isaaq who wants to come under Berbera. The Gudabiirsi oppose not because they settle those towns but because they'll lose revenues from other major Isaaq cities. Lughaya city is settled by Ciise, Gadubiirsi and Isaaq but it's only Gadubiirsi who claims ownership.

Btw, Awdal was carved out Waqooyi Galbeed by Afweyne in an attempt to minimize Isaaq dominance just like Sool and Sanaag were carved out of Togdheer. Nonetheless, the Gudabiirsi have no right to dictate what the Isaaq communities in Awdal wants.
