banadir status in the constitutional review(consultations draft)

Postby sahal80 » Tue Mar 31, 2015 11:48 pm

This is like manifesto than constitution!

Still there are contradictions between the powers of the president and pm

In all the options its the president who appoints the cabinet and dismisses them

In one option only the pm has to dismiss them but he can't appoint them!!

This pm represents the winning party!

There's also an elected vice president

Prez has single 6 years term(is the current prez gonna apply this to his case?)

Prez maybe a rotation between all the somali societies

While reading this wacaysle guys site who's too concentrating on hiiraan and middle shabele and is worry about the case of banadir i came across this link "drafted by the constitutional commission" as consultations wich will be determined after and here is the case of mogadishu

Option 1-the capital is located within a regional state(this is the way they want to merge hiiraan but can they?)

Option 2-mogadishu as federal capital district, may not form part of any regional state, can vote in the house of parliament(mps) but cannot have representatives-elders- in the upper house, can only have an elected mayor(another way to keep it local! An option I use to support it bc you can devolope it in the name of the nation and keep it local through an elected governor and district commisioners where its impossible for a non natives to be elected)

Opton3- federal capital as itself without being part of any other region

kkkk this is amisoms phase one operation map

The reason why I'm against hiiraan being part of banadir is to stay away from the HG hegemony

Its the reason why JL is not stable bc it still under the mj hegemony

Federalism was introduced so the locals can have self governance, you don't seem to understand this, you want to have PL and central state and fuck with our business!

In your dreams!

For along time with other folks i was advising banadir to adopt a democratic governance

I didn't know they adopted this until xinow posted for me the link

I believe this option will be finally adopted

Abgaal can't do shyt about hiiraan, we got two options.

Sahal

Why fear HG? To be honest i dont care Xawadle joining us or not but we can not let go of Banaadir and as of today, you weigh the same influence in Xamar as HG when it comes to current positions being held in the Province. At the end of the day regardless you join us or not, what ever state we make, we will dominate and that the reality

don't get me wrong Im not against HG at all, infact I would love to see stronger HG regional power. Putting all our eggs in one place is a disaster and the proof is the last 30 years. If bandir join this, it will join with all its districts except the capital part and at the moment thare r 7 abgaal district commissioners out of 18 districts

Compare this to hiiraan who has 5 districts!

I'm againsit this bc its not a political solution first-atleast for us- it will make bandir security worse if this file was involved in it under the current situation incase some r not happy about the power sharing

So all I'm saying is keep this away from us!

What is your understanding of option 3 yaa ustaada? It says banadir as a regional state of its own, a lot of abgaals support this but I didn't get this well what about the capital?

You got two other good options just look at them.
