Somaliland can easily retaliate by refusing entry to Somaliland for all Walaweyns with Somalia passports.

Someone carrying a fake passport is completely different to someone carrying a passport issued by the authority that rules half of the country you claim to represent. If Moqdisho government have a problem with the passport, they should deal with the government of Somaliland and leave the innocent civilians alone.
