I think its too early to say who they are. Most likely the are locals (reer hargeysa)

That's what I had in mind when I made my first comment. The international forensic science team. I know they were working all over Somaliland exhuming areas believed to be graves.
Al Jazzera and another team went there a year ago.
Their investigations will finish by next year inshaalah.
