Indeed. And the sad part is, the so-called Somali "leaders" have done and are doing diddly-squat in becoming independent from external donors. A "government" that can't pay it's own workers, command a monopoly on violence through it's territory, extract tax revenue from it's subjects and capably implement its own agenda is not a government by any definition.
