Great job by the people of puntland, we are in the year 2016 and as a people we deny to be led by clan mentality.

What do you propose? district based sadbursi even more clanish crap we actually had a civil war over? the same system Puntland couldn't even implement in their own 1 tribe enclave? great logic sxb
There is no new proposal, were saying let's implement what we all agreed upon in 2012. 2016 elections will not be based on 4.5 everyone signed it backtracking is not allowed in this game. :mrgreen: :stylin: :eat: :dj:

That proposal was a 1 man 1 vote that was signed, which can't be implemented due to al-shabab that's financed by dhiigshiil and Somaliland, you would have been a minority in that system anyway, hence why the IC already signed 4.5, show me were the agreement says "district based" which is what faroole really wants, also explain to me why you failed to implement that in 18 years? you have no leg to stand on, either legally or morally.

Stop acting stupid, it clearly stated 4.5 will not be used 1 man 1 vote or other alternatives.

These cats are so well known for their back-tracking the agreement was written in crystal clear language.

ii. The 4.5 formula shall never become the basis for power sharing in any future political dispensation after the above mentioned term concludes. :mrgreen:

iii. The New Federal Constitution shall not include any provisions using the 4.5 formula and shall not be amended to abrogate this stipulation in any manner. ;)

iv. The New federal parliament that comes into being in June 2012 shall not amend or enact any law or implement any policy that takes into account or attempts to reinstate the 4.5 power sharing formula. :ugeek:

v. After the first term, the parliament will be elected through universal polling of one person one vote. :idea:

vi. In case the prevailing situation does not allow for universal polling, the parliament will be selected on the basis of constituencies. :P

Can someone explain why 4.5 is bad for Daroods, and why district based is good for them. And what would be the difference. Arent districts, more or less, separated by clan.

4,5 vs district = population vs districts.

In theory Daroods occupy more districs then Hawiye, but Hawiye has a bigger a population,and neither wants the other to gain a political monopoly, either through 4,5 or districs elections Hence the deadlock.

But here is the problem, 4,5 is illegal according to the Somali constitution.

the 4,5 election system ended with the transitional government, now that we are a federal government, we abide by the federal constitution.

when Hassan Sheikh Mohamud was elected back in 2012,
his government was given 4 years to build institutions, and prepare the country for 1 man one vote election system.

Instead he used the 4 years fighting jubbaland, fighting his prime minsters, looting aid money and state property, and last but not least propping up friendly states with the loot money.


And now with the help of his damuljadiid monkeys
Cabdikarim Guleed
Sheik sakiin
he wants to sobatoge the the federal constitution of Somalia.

So in conclusion you could say people are in reality devide between two groups:

The pro constitution - constituencies= districts
The anti constitution- 4,5= illegal

So this is not about Hawiye vs darood but damuljadiid vs the rest.

I can't speak on puntland, someone else has to answer that question for you.
