Adopting January 1 started when refugee resettlement was initiated by the US government for the Somalis in the refugee camps. It has been the standard for every refugee who didn't know his (or her) birthday when interview process starts. The older generation also uses June 26, July 1st, and October 21. Some of the former military officers use April 12 as well. But it is easier to remember January 1 since it is the beginning of the new year while other dates can be easily forgotten by the younger generation.
