There are some who say that the Sunnis form a majority of the SAA. That is a lie. His only source of manpower is from Shia militias and Alawites. Otherwise he wouldn't be suffering manpower shortages.

Sunnis are not trusted with sensitive missions, like offense, and recapturing areas.
They are trusted with defending their own nieghbourhoods, and infact the Assad government arms and maintains large units of sunni millitias to protect mostly sunni areas.
There have been battles where the majority of fighters fighting the rebels on the government side,
but these are local millitias that do not want to be under Alnusra/FSA or Daesh.
